The City of Hillsboro Civic Center in downtown Hillsboro is an intricate complex on three city blocks spanning a MAX light rail line. The centerpiece is the City Hall and adjoining plazas, located at First Avenue and Main Street, but the mixed-use project also features 120 units of affordable and market rate apartments, commercial offices and retail space.
 
The five-story Class A office building serves as City Hall and includes the auditorium that also functions as the City Council chamber. The connecting two-story Plaza Building consists of 5,400 SF of ground floor retail space and 17,000 SF of Class A office space. The development consolidates numerous city agencies, and also provides a cultural center for Hillsboro residents and visitors.
 
Specht was required to design the project to achieve at least a Silver LEED® Certification. However, we attained a LEED® Gold rating by incorporating many unique sustainable elements within the building, including indirect lighting, superior energy efficiency, air quality monitoring, high levels of regional and recycled materials, a reflective roof system, high efficiency irrigation system, and enhancement of alternative transportation options. The Hillsboro Civic Center was only the second building of its type to receive this certification, joining Seattle’s City Hall as the two most sustainable City Halls in the country.

IBEW Local 48 Headquarters Building

This build-to-suit project was completed in 1998 at cost of $2,669,000. The building is the headquarters for IBEW Local 48 located on Airport Way in Portland.
 

Interstate Crossroads Distribution Center

Situated on 28.14 acres of land, the Interstate Crossroads Distribution Center is a speculative 492,554 sf crossdocked state-of-the-art distribution facility offering 32’ clear height and sufficient bay depths to divide the building into multiple suites if necessary. The project will feature flexible space configuration, as well as ample loading docks and trailer storage.  The property is within the Airport Way submarket, which is a prime industrial submarket benefitting from easy access to the Port of Portland, Portland International Airport and Interstates 84, 205 and 5. The project broke ground in June 2014 and is expected to be completed in Summer 2015.

Specht acquired this industrial complex in 2005 and converted the property into commercial condominiums. Several capital improvements were done to enhance the asset’s value, including a new roof, exterior lighting, paint and carpet.

The project is located in Tualatin, OR and consists of six industrial condo units with office and warehouse space. Two of the units have yard space and all of the units have either grade or dock doors. There is off-street parking and easy access to I-5 and Highway 99.

Beaverton Creek Phase V

Beaverton Creek Phase V was developed by BC V, Limited Partnership. The 82,726 rentable square feet of office/service space is located within the Beaverton Creek Business Park. The all union Phase V project was completed in 1998 at a cost of $8,168,000.

Located in the heart of Portland’s “Silicon Forest,” Beaverton Creek Business Park is a master-planned campus on 54 acres. It offers tenants a wide variety of amenities including an on-site restaurant, nearby hotels, fitness centers, shopping and restaurants. The business park is also home to the MAX’s Beaverton Creek Station which gives tenants the choice to use this popular transportation option in addition to the many other major road arteries in the area.

Phase III of the Beaverton Creek Business Park is a 68,713-square foot, two-building, office and light industrial project developed and managed by Specht. Phase III was completed in July of 1997 and is adjacent to Phase I and II.

B.C. I Limited Partnership was formed to develop Phase I of the 54–acre Beaverton Creek Business Park in Beaverton, Oregon. This light industrial development consists of 158,000 square feet of "incubator" product, in four buildings and represents a total investment of $7,710,000. The all-union construction project was completed in December 1989. This project was developed while Gregory Specht was employed by Scherzer Partners, Inc. Specht resigned as President of Scherzer Partners, Inc. in November 1990.
 

Beaverton Creek Business Park

Beaverton Creek Limited Partnership acquired a 54-acre, $5,500,000 campus industrial site in Beaverton, Oregon, in 1988, known as the Beaverton Creek Business Park. Included in the acquisition was a 51,289 square foot office building.

Beaverton Creek Business Park is located in Washington County, Oregon near Tualatin Valley Highway and SW Murray Boulevard.

This project was developed while Gregory Specht was employed by Scherzer Partners, Inc. Specht resigned as President of Scherzer Partners, Inc. in November 1990.

Airport Way Phase V

Construction of Phase V was completed in January 1995, and was promptly purchased by Quest Group Trust V for $11,500,000. The project, built with 100% union labor, consists of 285,000 square feet over six buildings, located near the airport in Portland’s expanding Columbia South Shore. Phase V was completed ahead of schedule, under budget, and provided the basis for Airport Way Phase VI.
